Fell L. Stubbs

University Treasurer

Fell Stubbs is the Treasurer of the University of South Florida, Executive Director of the USF Financing Corporation and the USF Property Corporation, and directs investment management for the USF Investment Committee. He is responsible for financial policy development, fiscal oversight of USF affiliates (DSOs), relationships with credit rating agencies, relationships with commercial and investment banks, and reporting and compliance related to debt and investments.

Fell joined the University in 2005. He has 24 years of experience in the banking industry, including serving as senior vice president & chief financial officer and member of the board of directors of Bank One Colorado Corporation and Bank One Denver, N.A. (now JP Morgan Chase & Co.); 6 years of experience as chief financial officer and member of the board of directors for a semiconductor manufacturer in Arizona; and, prior to joining the University, Fell managed pension funds in London for the University of the West Indies.

Fell earned a BS degree in finance from the University of Colorado and received an MBA from the University of Denver.
