Foreign Countries of Concern

University Prohibition on Purchases from Foreign Countries of Concern In accordance with Florida State Statute 288.860, Board of Governors (BOG) Regulation 9.012, and University of South Florida (USF) Policy 0-030, USF is prohibited from entering into, or renewing, grants, agreements, or partnerships with entities (or their subsidiaries) located in foreign countries of concern. This prohibition applies to all university departments, faculty, staff, direct support organizations and affiliated entities.

Foreign countries of concern include:

• People’s Republic of China (including Hong Kong and Macau)
• Russian Federation
• Islamic Republic of Iran
• Democratic People’s Republic of Korea (North Korea)
• Republic of Cuba
• Venezuelan regime of Nicolás Maduro
• Syrian Arab Republic

At this time, it has been determined the USF will not fulfill purchase orders for entities that are part of, associated with, or organized under the laws of the aforementioned countries. Subsidiaries or affiliates of parent organizations based in these countries are also included in this prohibition.

PCard holders should avoid making purchases with companies based in any of the aforementioned countries.
