The outline below is used in the workshop that is offered about four times a year by the Diversity, Inclusion and Equal Opportunity Office. The outline contains links to the other materials that are used in the program. Section V, Funding, is the last section of this outline. I. Definition of Disability

  1. Goals of Legislation - Independence, Participation, Self-Esteem
  2. Broad Mandate of Title II of ADA - "Subject to the provisions of this title, no qualified individual with a disability shall, by reason of such disability, be excluded from participation in or denied the benefits of the services, programs or activities of a public entity, or be subjected to discrimination by any such entity."
  3. Definition of Disability from ADA - a person who 1) has a physical or mental impairment that substantially limits one or more major life activities; 2) has a record of such impairment, or 3) is regarded by others as having such an impairment. Part 1 of the definition shows that the duration and seriousness of an impairment are factors in disability. Parts 2 and 3 show that having an actual impairment is not all that is involved in disability. Disability is a broad term that includes mobility, sensory, physical, and mental impairments and their social consequences. Also, disabilities may be "hidden" and not readily recognized.

III. Advertisement and Notification Procedures

  1. Sample Statement - "USF is an Equal Opportunity/Equal Access/Affirmative Action Institution. For disability accommodations contact (name of program sponsor) (phone number/TDD number) a minimum of five days in advance."
  2. Should be in all written notification of public services and events
  3. If no TDD, use Florida Relay Service phone # 1-800-955-8771 (TDD)
  4. Notification - If you receive a request for Accommodation, notify Equal Opportunity Affairs.
  5. Ask for a written accommodation request

IV. Types of Accommodations to Consider

  1. Elimination of eligibility Criteria (Example - medical tests)
  2. Making modifications to policies, practices procedures (Example Allowing service animals.)
  3. Provision of Auxiliary Aids and Services that do not alter program. Examples -
    • Accessibility for hearing impaired
    • Making printed material more accessible for visually impaired
    • Accessibility for mobility impaired or wheelchair users
  4. Modify services to increase accessibility
    • Vary the format of presentation - Visual to auditory, auditory to visual, written to auditory, etc.
    • Move event to an accessible location - Advance notice important

V. Funding

  1. Normally funded by sponsor
  2. Up to Dean/Director to determine if no money is available
  3. Dean/Director may ask EOA for funding

Accessibility for hearing impaired

  1. Assistive listening devices
  2. ASL interpreter - minimum charge, about $100
  3. Notification of TDD locations and numbers

Making printed material more accessible

  1. Audio Tapes (tone indexed)
  2. Braille translation (patterns of raised dots)
  3. Enlarged Print (Over 14 pt.)
  4. DOS or Text Computer file (most accessible)

Accessibility for Mobility Impaired or Wheelchair users

  1. Campus Map
  2. Accessible parking, building entrance, room, restroom
  3. ADAAG standards - Building Standards for accessibility
  4. Generally newer (after 1992) or more recently renovated buildings comply
  5. Meeting rooms - Accessible seating, ramp to an elevated stage
