Dr. Joyce Haines

Dr. Haines received her doctorate degree from the University of South Florida. She has extensive experience in education as a teacher, principal and district administrator.
Dr. Haines served for 10 years at a school with a diverse population close to Tampa’s urban core. During her tenure there, the school received National Blue Ribbon recognition for academic achievement. As the General Director of Elementary Education, Dr. Haines’ responsibilities included planning, implementing and continually improving the curriculum and instruction at 135 schools.
Under her leadership, the first Reading Coach program in the state was developed. She also assisted in the design of a framework for assisting schools that had high levels of poverty and low achievement and was actively involved in the selection and mentoring of school administrators.
Dr. Haines serves as a consultant to the Council for Educational Change and worked with Title I schools in Osceola and Pinellas County. She is chair of the ELPS Professional Learning Alliance and Board member of the Hillsborough Educational Foundation. She has presented at conventions of the Council for Great City Schools, the Florida Educational Research Association, and the Florida Association of School Administrators.
