April 8, 2019

Reviewed SACSCOC requirements/report templates, timeline, writing assignments, SACSCOC expenses, roles and responsibilities of Steering Committee members, and rules of engagement with SACSCOC regarding consolidation. Defined how to frame the narrative and how to refer to USF System institutions in the narrative before and after consolidation

Discussed expanding the number of colleges on the USFSP and USFSM campuses, how a “home campus” designation might work, student services that vary by campus and how and by whom those services are delivered (e.g., bus service and health care/wellness services), how to ensure effective delivery of programs and services locally for programs and services that will be managed centrally following consolidation, student fees, and how to ensure that students, faculty, and staff feel they belong to their “home” campus, their academic department and college, and the consolidated USF following consolidation.

June 6, 2019

Conducted an in-depth analysis of tuition and fees by program and campus, and began fleshing out how programs and services will be delivered by the consolidated USF, which is the first step toward creating a 2020-21 budget for the consolidated USF, as required by SACSCOC.

Accreditation Consolidation Timeline

June 20, 2019

Prospectus to SACSCOC requesting permission to use 560 Channelside Drive in downtown Tampa as an off-campus instructional site for the Morsani College of Medicine.

December 4, 2019

Letter to SACSCOC President Belle Wheelan signed by the President and the Regional Chancellors indicating their interest in merging/consolidating. SACSCOC must receive letter by December 13.  

December 10, 2019

SACSCOC approves use of Water Street campus as an instructional site for the College of Medicine.

March 15, 2020

SACSCOC Cover Sheet, Institutional Summary Form, and Substantive Change Prospectus outlining consolidation plans are due.

June 11, 2020

SACSCOC Board of Trustees approves consolidation plan described in substantive change documents and requests additional documentation for the Substantive Change Committee (aka, the site visit team).

July 1, 2020

USF, USFSP, and USFSM begin operating as a single, consolidated institution with four campuses: the main campus in Tampa, branch campuses in St. Petersburg and Sarasota, and the instructional site for the Morsani College of Medicine at 560 Channelside Drive in downtown Tampa.

August/September, 2020

Documentation for the Substantive Change Committee addressing the USF consolidation and a different set of Documentation for the Substantive Change Committee addressing the creation of the downtown instructional site for the Morsani College of Medicine will be due to the Committee six weeks before the fall site visit. These consolidation documents are where USF directly addresses USF’s compliance with the SACSCOC Principles of Accreditation.  These documents contain subsets of what is required in the Compliance Certification Document that is used during the decennial process of seeking reaffirmation of accreditation. The Resource Manual for the Principles of Accreditation will be helpful when preparing the Documentation for the Substantive Change Committee.

Fall, 2020

SACSCOC Substantive Change Committee conducts site visits to all four USF campuses (and perhaps other instructional sites) using this form as a template for its report to SACSCOC and this rubric to analyze whether the single, consolidated USF is in compliance with SACSCOC requirements. This is the part of the consolidation process that most closely resembles a reaffirmation of accreditation. 

Spring, 2021

USF’s response to the Substantive Change Committee report is due five months after the site visit.

June or December, 2021

SACSCOC Board of Trustees reviews the Report of the Substantive Change Committee and USF’s response to that Report and determines whether to (1) continue the new, consolidated USF in accreditation, with or without a Monitoring Report, or (2) impose sanctions for failure to maintain compliance with the Principles of Accreditation, or (3) recommend that the branch campuses seek separate accreditation if SACSCOC determines that the branch campuses are autonomous to the extent that the control over the branch campus by the main campus or its board are significantly impaired.

Background Information about Consolidation Planning
