In order to ensure that IT considers new projects and solutions with the right amount of due diligence, each idea is guided through the Intake and Governance process to ensure that it is the right investment at the right time for the right audience. The major milestones for this process are summed up in the following documents: concept proposal, business case, lean business case.

What are the governance groups and who are the members?
The technology governance process at USF consists of stakeholder groups who advise executive leadership with technology decisions. Of these governance groups, the Information Technology Management Council (ITMC) ranks as the senior most governing body, reviewing proposals and making recommendations that have the broadest impact on the University of South Florida.

The Information Technology Management Council is the governance body tasked with advising the University of South Florida President on technology decisions, including IT guiding principles, business technology needs, IT investments, IT strategy, and policy. In its role of advising on business technology needs and IT investments, the council reviews and prioritizes system-wide and large-scale projects in which technology is the recommended solution.

Projects falling within this committee's scope are presented monthly for approval and prioritization.
The subgroups of ITMC focus on recommendations regarding specific business functions at USF. Proposals with solutions that are deemed lower risk and have less complexity are added directly into a Product Owner's backlog, where they are prioritized accordingly.

The Administrative Solutions Governance Workgroup is the subgroup that reviews and prioritizes medium-sized technology needs and IT investments regarding the University of South Florida for the Finance, HR, RMA, Office of Research, and Administrative Services functions in which technology is the recommended solution to achieve their strategy and goals. This includes reviewing and prioritizing the business technology needs, IT investments, and application strategy alignment for the following University of South Florida functions:
- Business Technology Needs - including reviewing and prioritizing USF-wide business needs for the Finance, HR, RMA, Research administration, and Administrative Services functions, where technology is the recommended solution.
- IT Investments - including reviewing and recommending for approval USF-wide technology investments for Finance, HR, RMA, Research administration and Administrative Services functions.
- Ensuring the Application Strategy for the Finance, HR, RMA, Research administration and Administrative Services functions aligns with the institutions strategies.

The Digital Learning Ecosystem Governance Workgroup is the subgroup that reviews and prioritizes medium-sized technology needs and IT investments regarding USF's Learning Management System (LMS), technology in support of the learning environment, and technology- related flexible learning spaces. They ensure that the Digital Learning Ecosystem Strategy aligns with the institution's strategies.

The Health Technology Governance Workgroup is the subgroup that reviews and prioritizes medium-sized technology needs for the academic, research, and administrative missions at USF Health. This includes reviewing and prioritizing business technology needs, IT investments, and strategic alignment of projects for the following colleges and business units:
- Morsani College of Medicine
- College of Public Health
- College of Nursing
- College of Pharmacy
- USF Health Administration
- USF Health Office of Research
- Health WELL and Shared Student Services

The Student Solutions Governance Workgroup is the subgroup that reviews and prioritizes medium-sized technology needs and IT investments for the Student Success, Student Affairs, and other Academic departments to achieve their strategy and goals. This includes reviewing and prioritizing the business technology needs, IT investments, and application strategy alignment for the following University of South Florida functions:
- Enrollment planning and management, including recruitment, admissions, financial aid, orientation and registration
- AdvisingStudent account management
- Course catalog and schedule management
- Student support services, including student involvement, civic engagement, rights and responsibilities, disability services, Marshall Center Management, and Veterans Services
- Student health services, including recreation center, counseling center, outreach and support, victim advocacy and violence prevention
- Residential housing
- Graduation and Commencement
- Career Services
- BOG Student Reporting
