BIOGRAPHY:
Mark J. Fedor served as a U.S. Coast Guard officer for over 34 years before retiring
in 2025 as a Rear Admiral (O-8). He currently works for Huntington Ingalls Industries
(HII) as the Senior Director of Programs within the Mission Technology Division. In
that role, he integrates commercial solutions for the Armed Services, Combatant Commands
and the Intelligence Community (IC).
As a consultant, he provides strategic advice to governmental and commercial entities. He sits on the Board of Advisors for Operator Solutions, a veteranowned business providing turn-key aviation solutions to meet 21st century challenges including space rescue and recovery, disaster response and traditional search and rescue.
As a Coast Guard Flag Officer, he had a proven track record of operational leadership, enterprise budgeting, strategic communications, risk forecasting and building international partnerships. The GTSC Homeland Security Today selected him as a “Trailblazer” in 2023 for his operational success and commitment to innovation.
Mr. Fedor served as Deputy Commander for the Coast Guard’s Atlantic Area where he was responsible for the direction of 18,000 personnel, 175 ships and all Coast Guard operations from the Rocky Mountains east to the Arabian Gulf. He was also the Director of Joint Interagency Task Force South where he led a counter-narcotics coalition of the U.S. Armed Services, major law enforcement agencies, the IC and liaisons from 20 nations. He overcame decades of organizational stagnation to expand the unit’s authorities and implement AI/ML tools to enhance daily operational productivity. Despite having limited resources, he led JIATFS to break the annual, narcotics interdiction record in 2023 and 2024.
Mr. Fedor was the Coast Guard’s CFO, spearheading efforts to remain the only Armed Service to pass an independent financial audit and devised an influential budget plan to increase the Coast Guard’s funding for the first time in a decade. He integrated an unprecedented risk forecasting office and new financial management
system within a 42,000-member agency setting the foundation for AI/ML utilization across the enterprise.
He earned a B.S. in Government from the U.S. Coast Guard Academy, a Master’s in Public Administration from Harvard’s Kennedy School of Government, a Master’s in National Security Strategy from the U.S. National War College and a Business Dynamics certificate from MIT. He has been married to his wife Amy for 33 years and they have four children.
