USF Board of Trustees to consider student fee increases

The following message was shared with USF students on Oct. 5, 2026:

The University of South Florida Board of Trustees will consider a proposal to increase the activity & service fee, transportation access fee and out-of-state fees at a board meeting scheduled for 2 p.m. on Monday, Nov. 2, 2026.  Additional information will be available on the USF Board of Trustees website.

If approved, the increases will take effect in fall 2027.  Even if approved, tuition and fees at USF will remain among the lowest in the country for in-state and out-of-state students.

The Board of Trustees will consider the following increases:

  • The activity & service fee, which has not increased since 2013-14. This fee supports Student Government, registered student organizations, campus programming, student activities and a broad range of services designed to enhance the student experience. The Local Fee Committee, which is composed of students and staff, has recommended an increase.  The proposed adjustment reflects the growing costs of maintaining, expanding and providing these programs.  The additional funding would provide resources that continue contributing to student engagement and campus life, and allow for maintained operating hours at facilities used by students, such as Campus Recreation.
  • The transportation access fee, which helps fund Bull Runner service for students, has not increased since 2008-09. Meanwhile operating expenses are up 62% over the past 15 years. The proposed increase will help maintain reliable transportation services, enhance an aging fleet of vehicles, support future fleet replacement needs and ensure students continue to have access to safe, dependable transit.  Even with an increase, USF’s fee would still be the second lowest among state universities in Florida that assess a per-credit-hour-fee.
  • USF continues to have the second lowest undergraduate and graduate out-of-state fees per credit hour of any state university in Florida and has only increased out-of-state fees twice in over a decade. Revenue generated from the out-of-state fee increase will support the quality of academic programs and student services by covering rising costs of instruction and operations to support the university’s academic mission. Financial aid fees would increase as they are assessed as a percentage of tuition and fees.
  • At the same meeting, the Board of Trustees will also consider increasing the market tuition rate for the Doctor of Business Administration program. Tuition for this program has remained the same since 2016. The proposed increase is needed to support the significant enhancements made to the DBA program and to ensure that the program has the resources necessary to sustain a high-quality executive doctoral experience.   This increase is only for the DBA program.
